Project Overview

The Building Institutional Foundations for an Effective Public Service (BIFEPS) is a 3-year Government-owned project funded by the World Bank. It focuses on strengthening institutional and human resource capabilities in selected sectors to improve the effectiveness, transparency, and accountability of the civil service. The project supports foundational reforms in civil service policies, systems, and capacity development to enhance public sector performance and service delivery.

Key Project Components

The Ministry of Public Service and Human Resource Development (MoPS&HRD) coordinates the implementation of BIFEPS across participating ministries. The project supports the modernization of civil service policies, procedures, and systems, including human resource management reforms and improvements in job classification and pay structures.

The project also strengthens institutional capacity in selected sectors through functional reviews, skills development, and leadership training initiatives. In addition, BIFEPS implements the Reform Champions Program and the Young Professionals Program to promote merit-based recruitment, performance culture, and sustainable talent development within the civil service.

A dedicated Project Management Unit provides technical and operational support to ensure effective coordination and implementation of project activities.

Project Achievements (as of January 2026)

  • Civil Service Management Transformation Strategy officially adopted, providing a national roadmap for modernizing the public service.
  • Core Human Resource Management policy instruments developed, advancing competency-based recruitment, performance management, and gender equity reforms.
  • Young Professionals Program launched, establishing a merit-based pipeline of future public service talent.
  • Reform Champions Program operationalized across participating ministries, strengthening reform delivery and performance culture within government institutions.
