Undersecretary
Hon. Philister Baya Lawiri is the Undersecretary in the Ministry of Public Service and Human Resource Development, Republic of South Sudan.
She brings over four decades of experience in public administration, human resource management, and institutional leadership.
She previously served as Chairperson of the South Sudan Civil Service Commission and has held senior leadership positions in government and the banking sector. She has also represented South Sudan at the regional level, including as a Member of the East African Community Public Service Commission.
Hon. Philister holds a Master of Arts in Peace and Development Studies from the University of Juba. She remains committed to strengthening public service systems and advancing professional, accountable, and inclusive governance in South Sudan.
